Are cocktail glasses the same as martini glasses?

Not quite — "cocktail glass" is the family, "martini glass" is one shape within it. Coupes, highballs and lowballs are cocktail glasses too, each suited to a different serve.

What glass is best for cocktails?

It depends on the drink: up and shaken calls for a martini or coupe, anything with ice and a long top-up wants a highball, and spirit-forward pours suit a lowball. See the Serve Guide above.
